Your Account is locked out: see your system adminstrator to reset it
In my case, for this error check Domino Server's Date and time. if its a future date , you will receive this message on domino console and no body will be able to authenticate to the server.
So change to operating system date and time to correct one.
Hope this will solve the issue.
